The long existing higher-than average price increase in the field of scientific journals together with the advanced possibilities of the internet led to strong efforts for the development of alternative models for publication and distribution of scientific information. While some countries have mainly focused on Open Access Models, Germany, especially with strong support by the German Research Foundation (DFG), has established an additional model of improved information supply. With its "National License Program" (NLP), the existing economic market platform was used to gain independence for the near and long term future by making core digital sources more broadly available without touching the behavior of scientific authors. The focus of this project lies in the economic implications of the NLP program as well as in a cost benefit analysis of a broader scope of changing Publishing and distribution models.
