The project persues the empirical-statistical development of a model about landscape planning effectiveness, based on a representative random sample of 600 municipalities. Our concept provides important outcome for the further development of a theory of the management effect of spatial planning tools. The analysis of newly available historical data for 15 years of landscape development in the past is possible. With this, the effectiveness of landscape plans can be investigated more detailled. The time frame for landscape plans to become effective can be finally determined within the model. More additional indicators about landscape structure will be integrated and tested newly within the model.
