The Carl von Ossietzky University of Oldenburg already offers a wide spectrum of services in support of open access publishing:- Since the mid-nineties, the university’s publishing house “BIS Verlag” publishes its print publications simultaneously open access on the web.- Since 1998, dissertations, habilitation and other theses are available online on the university’s document server at no cost for the reader.- Internal incentives help motivate scientists and scholars to publish open access.- The Presidential Chair of the Carl von Ossietzky University of Oldenburg published an Open Access Policy to encourage scientists and scholars to publish open access.It is the Presidential Chair’s wish to support open access publishing even stronger and particularly to remove financial barriers (such as author publication charges, APC).In addition to financing open access publications a range of measures will be initiated to establish a culture of open access publishing among the scientists and scholars, which will secure this form of publishing scientific and scholarly results beyond the short term:- The introduction of open access into the university’s schools, - the creation of discipline-specific webpages,- the extension of the already existing service portfolio and of the information materials regarding open accessare measures to sustainably strengthen open access publishing at the Carl von Ossietzky University of Oldenburg.
