Project B01 examines how the dynamics of inclusion and exclusion in social security systems take place via the sequencing and discursive legitimization of group constructions. The analysis is based on an international comparison of public-law protection against the risks of unemployment, old age, and death. The project examines: (1) the temporal sequencing of such group constructions for the entire period of social policy development in 20 countries, and (2) for selected cases, the legitimation patterns of such group constructions as well as the causal mechanisms underlying the international exchange of ideas that justify these patterns.
