Hybrid OA Dashboards: Added-value analytics to promote cost transparency of open access transition agreements

Final Report Abstract

Consortial transformative agreements, in which subscription expenditure is redistributed in favour of publication costs, have gained in importance in recent years. However, the effectiveness of transformative agreements in terms of flipping journals and publishers’ portfolios to full open access is still being debated. This project aimed to support libraries and consortia in negotiating and evaluating transformative agreements with value-added data analytics services. These services had to provide information on the extent to which hybrid journals that are part of transformative agreements have transitioned to full open access, as well as metadata compliance. The resulting Hybrid Open Acces Dashboard (HOAD) provides interactive charts and tables for exploring the openness of around 13,000 hybrid journals included in more than 400 transformative agreements. HOAD is based on curated and publicly available data, and allows users to gain a general overview and analyse hybrid journal portfolios of selected publishers. The dashboard also allows users to compare the global hybrid journal landscape with the situation in Germany since 2017. HOAD can help libraries and consortia to make informed decisions when negotiating and evaluating transformative agreements. By re-using open data and methods, the project has contributed to making the academic publishing market more transparent and competitive.
