Final Report Abstract

The research project investigated how the federal structure of the Federal Republic of Germany has changed under the influence of European integration since 1952. From this period onwards, the Federal Republic of Germany gradually transferred more and more powers to the European Communities. In doing so, however, it simultaneously disempowered the Länder which, according to the Grundgesetz, have considerable influence on federal political issues through the Bundesrat. So how did the states react to this loss of sovereignty? What strategies were devised in the German states to compensate for the impending loss of sovereignty? These are the key questions addressed by the research project on the ‘Origins of the European Multi-Level System: The German States and European Integration (1950-1992)’.
