Open Access Publishing 2020-2021 / Kiel University

Term from 2019 to 2022
Project identifier Deutsche Forschungsgemeinschaft (DFG) - Project number 432982445

The Kiel University Library (UB) wants to set up a central Open Access publication fund for the Christian-Albrechts-Universität zu Kiel (CAU) with the support of the DFG. Members of the CAU can use this fund to request funds from the UB to finance publication fees for articles in OA journals. The eligibility criteria correspond with the guidelines of the DFG funding program "Open Access Publishing". Funding applications can be submitted via a web form and then be processed further. Know-how from the OA Publishing Fund of Schleswig-Holstein at UB Kiel, which exists since 2016, can be reused. This facilitates the introduction and administration of the DFG OA Fund.CAU and UB are seeking to perpetuate the fund beyond 2021. As requested by the DFG, permanent and reliable structures will be created to finance OA publications, including a regular budget. The transformation from subscription models to OA models in the area of information supply and publishing is strongly supported. The overarching goal of the project is to sustainably promote Open Access as an alternative publication model. The CAU has long pursued a comprehensive strategy for Open Access in scientific research and the further promotion of Open Access ideals. In 2013, "guidelines for the promotion of open access" were adopted, following the "Berlin Declaration…" of 2003, which strongly recommends that members of the university publish their research results in Open Access. Furthermore, the CAU participated in the "2020 Strategy of the Schleswig-Holstein State Government for Open Access" of 2016. Within the CAU, Open Access is located prominently with the vice-president for research and technology transfer, who serves as OA appointee. It is also part of the research department. Also, the role of an OA appointee was created at UB level as well. For further implementation of Open Access, the UB cooperates with other institutions within the CAU, i.e. the Graduate Center. In order to achieve the goals of the guidelines, the university's own OA publication infrastructure, which exists since 2005, is constantly being refined and expanded within the OA strategy. The UB operates the DINI-certified and OpenAire-compatible Open Access repository MACAU. This supports not only the publication of Green OA journal articles, but also of monographic publications. MACAU will soon be connected to the research information system of the CAU and opened for additional forms of publication. With support of the state, it will be expanded to a nationwide OA server in the future. Moreover, the publication platform OJS will be introduced for electronically published university-owned journals. Accompanying measures of the publication infrastructure are extensive offerings of information, advice, lectures and courses by the UB.The CAU has joined the DEAL contract with Wiley and will continue to participate in licensing opportunities of Open Access transformation models.
