To support its researchers in publishing Open Access (OA) the University of Kassel runs a fund which covers publication costs for articles in high quality Gold OA journals. In the future, the fund will also support OA monographs. In addition, the university participates in OA transformative agreements such as the DEAL contracts and thus enables its scientists to publish hybrid OA articles at no personal costs. Copies of all articles financed in this way are stored in the institutional repository KOBRA, freely accessible and easy to find. In addition to expanding and stabilizing these funding instruments, the project will establish an institutional bibliography in the university's research information system which will be used for comprehensive publication monitoring, including both centrally and decentrally financed publications, their costs and funders. Such monitoring forms the basis of a targeted OA transformation and the necessary shift from subscription to publication resources.
