The University of Veterinary Medicine Hannover, Foundation (TiHo) strongly supports the fundamental ideas of Open Access, i.e. high visibility and free access to research findings. The constantly changing Open Access publishing landscape requires the improvement of existing as well as the development of new Open Access support tools. The evolution of an improved Open Access strategy also goes along with further development of an integrated information budget, which considers various aspects like third-party-funding of publication costs. The optimal usage of financial resources requires an extended monitoring of all kinds of publication costs, which is a central element of this project. The insights gained from this monitoring are the base for the subsequent transfer of reading expenses to an Open Access publication budget, which is a critical step in the current Open Access transformation process at the TiHo. The Open Access publication budget also plays an important role for future payments of Hybrid-Open-Access-articles, which are published within transformative agreements like DEAL. The major tool for a transparent and equitable funding of Open Access publication costs is the TiHo publication fund, which receives financial support from the DFG. The sustainable Open Access strategy, which is further developed within this project, overall aims for a continuous high level of Open Access publishing at the TiHo.
