Technische Universität Dresden, including the Faculty of Medicine, (TUD), has attached particular importance to Open Access publishing for many years. In cooperation with the Saxon State and University Library Dresden (SLUB), it has very systematically established a technical, financial and organizational Open Access (OA) infrastructure that enables publications via the gold and green routes. The SLUB is also extensively involved in the areas of scholarly publishing consultations, bibliometric services and rights clearance for secondary publications. The library actively supports open access transformation through concluding various framework and transformation agreements and managing the central publication fund of TU Dresden, established in 2013. Furthermore, it operates its own technical infrastructures for OA publishing and participates in collaborative projects such as B!SON or PANTER. In order to improve the established infrastructure and to make the OA transformation sustainable, the TUD and SLUB have set themselves the goal of cross-linking and expanding the various systems used for recording and managing publication and cost data. The new research information system of the TUD is now in productive operation and will link the TUD's publication output with relevant project information. All publication-related cost information will be recorded in a relational database and migrated to the new FOLIO Open Access app during the course of the project. This migration will allow resource management for publication-based costs as well as for subscription expenditure. This integrative approach is a part of the establishment of the information budget and will be supplemented with information about available funds, especially third party funded. The establishment of interfaces will optimize the exchange of standardized and machine-readable data between the various systems. In order to significantly reduce the transaction efforts and to increase transparency in the use of funds, the partners TU Dresden and SLUB will further develop and optimize the processes for the central management of OA publication costs. The TUD is a research-intensive university with high publication rates.
