The Carl von Ossietzky University of Oldenburg has paid for open access publications by scientists and scholars from the university with funds from the DFG-supported Open Access Publication Fund. The University Library covers publication costs in journals of publishers with whom (consortial) transformation agreements were signed (e.g. DEAL) through Publish-and-Read (PAR) Fees. Ties between the institutional units involved (University Library, Finance Division, Academic Controlling) are to be intensified to allow for a better collection and evaluation of all open access publication related metadata. Procedures and workflows that are (in part) already in place must be validated, adapted where necessary and firmly established. The library’s Open-Access Office’s role is to be strengthened to offer a central support for scientists and scholars for the financing and management of their open-access publications and at the same time have a central point where all open-access publications by Oldenburg scientists and scholars are documented.
