The Leibniz-Institute of Freshwater Ecology and Inland Fisheries (IGB) in the Forschungsverbund Berlin e.V. sees the publication of scientific research results in Open Access as an essential contribution to improving scientific communication. However, the funding switch to publication-based billing in the current phase of the open access transformation continues to entail increased funding requirements for IGB as an institution with a strong publication record. In line with the principles of funding responsibility, the funding requested here for the second programme phase is intended to cover the increased costs for publications resulting from DFG-funded research. Building on the experience gained from the first funding phase, the proposed funding is also intended to further expand and improve the structures for the consolidated administration of all funding streams for the open access transformation. With the aim of an integrated information budget, all available and spent publication funds as well as the number and costs of all publications are to be recorded completely and transparently in the library as the central office. Although IGB already has a good overview of costs due to the central administration of Open Access funds and a publication monitoring system has been established, the underlying administrative processes and systems are not yet sufficiently harmonised. Over the next three years, these structures are to be further automated and standardised and the completeness of data collection is to be expanded. For example, the decentralised funds and costs for Open Access, particularly in third-party funding, are to be better recorded by integrating library staff into the electronic invoice processing process. In addition, the IGB/FVB's financial management systems will be fundamentally revised and adapted as part of the preparations for the switch to a new SAP system at the beginning of 2027. The changeover will see the implementation of automated reports for querying institute-wide open access costs and other information budget items in SAP. The most important measure for improving publication monitoring is the introduction of the DSpace-CRIS research information system in the years 2024 to 2026. The auto-import functions for bibliographic data will automate the recording of metadata and significantly improve its quality and scope. The planned linking with other publication-related data such as costs, authorship roles and allocation to research units will also create the data basis for comprehensive analyses of publication volumes, publication-related costs and open access key figures.
