Helmholtz Zentrum München promotes open access and the reusability of scientific research. As a central service and advisory facility, the library is working on an infrastructure for open access publishing within the centre. This includes increasing the range of publications by participating in transformation contracts and the established publication monitoring through the institutional repository ‘PuSH’. In order to ensure the continued provision of financial resources for open access publishing, the second funding phase of the ‘Open Access Publication Costs’ funding programme will see centralised and decentralised financial streams brought together even further in a continuous improvement process, analysed and structured into an integrated overall budget with a needs-based allocation of funds. This will build on the structuring and programming work already begun in the first funding phase. Detailed monitoring and controlling of publication costs should make it easier to plan expenditure and track the utilisation of third-party funding income. On a technical level, further measures are to be taken to optimise data integration by standardising and automating the linking of publication and financial data in the institutional repository ‘PuSH’. System networking with other data sources should improve the technical infrastructure for accessing cost data, optimise processes in the handling of open access funding and reduce transaction costs overall.
