After Ernst-Wolfgang Böckenförde's seminal work "Die Organisationsgewalt im Bereich der Regierung" (The Organisational Power in Government), the question of which ties arise from the constitution for the self-organisation of the public administration has not been systematically addressed. This results in a field of tension between necessary organisational autonomies of the executive branch in general and of the administration in particular, as well as necessary ties back to parliamentary decision-making and judicial control. Especially under the influence of European law, this basic constitutional constellation has come under pressure. This book, which was accepted as a habilitation thesis by the Department of Law at Goethe University Frankfurt am Main, comprehensively outlines the foundations and current problems of the constitutional ties of administrative organisation law, starting from classical sketches, and elaborates them into a comprehensive theory and dogmatics of the legal field.
