University of Vechta is still at the beginning of its activities to monitor the publication behaviour of its researchers. It will now document and actively shape the financial aspects of open access publishing. Recently, the university management made fundamental decisions to further develop the open access strategy as part of the university's open science culture. This was prompted by the renegotiated DEAL contracts, which had to be decided on, as well as the recommendations of the German Science and Humanities Council on the transformation of academic publishing to open access. The University Library was tasked with implementing the university's open access transformation in collaboration with all stakeholders. The library will establish an information budget in which all costs concerning information and publication are mapped and will centralise the invoice workflow.Adequate funding in the transition years is crucial for the transformation’s success. A central publication fund set up from several sources from the outset creates the basis for the transparent use of funds at the university. The library will cooperate with all stakeholders to promote their acceptance and approval. Both are necessary in order to successfully implement the transformation in the coming years. The fund is financed from financial resources provided by the university management and from the library budget. The German Research Foundation's (DFG) Open Access Publication Costs funding programme offers an additional funding option. This application therefore aims to obtain additional funding for open access publications of DFG projects in the years 2025-2027.
