This proposal is a renewal of the AMSSP / URMS project of the first period of the HALO priority program. URMS was proposed to provide an environment with a multi-directional measurement capability of the upper and lower hemisphere and a broad spectral bandwidth. The optical entrance head (see title page schematic) consists of a double mirror system with a maximum field of view of 10° and a diameter of 100mm. The radiation can be directed into an optical instrument box inside of an aircraft wing pod. The state-of-the-art AMSSP instrument was proposed as the first instrument for URMS. It is designed to function as both a Sunphotometer and a Polarimeter. The development model of AMSSP (AMSSP-EM) is currently operating as a Full-Stokes Polarimeter in the visible spectral range. With this renewal proposal sufficient personnel will be available to continue the development of the system and to support the upcoming measurement campaigns. Additional personnel are needed for system software development, to provide complex multi-directional measurement strategies in support of airborne campaigns, and for further radiative transfer model developments and sensitivity studies. An enhanced instrument design will be proposed to measure the desired optical properties of the atmosphere.
