The German health system is facing increasing costs and competitive pressures. As a result, hospitals are forced to rethink towards a productivity-oriented operating. The operations rooms of a hospital represent the largest value-added sector, for approximately 40 to 50 % of the total costs per patient incur on the day of surgery. Accordingly, the largest cost savings and raising efficiency potential is in this special area of a hospital.The aim of this research project is to develop a general model for planning and controlling operations rooms. This innovative model will picture different order types of planned and unplanned operations unlike existing models that include only planned operations. Thus this model will contribute to an optimized planning and control of the operations rooms. A newly developed role model depicts the complex relationships and target system of all actors in the operations rooms. The target system of all actors will be interrelated with the system of production control and combined to an overall model of operational planning and control. The complete mapping of the outer (order types) and inner (target systems of the participating roles) drivers of complexity within the model allow for improving the logistics efficiency and as well as reducing logistics costs.
