The projects analyses those administrative practices aiming at the resolution of conflicts between papacy, local churches and other local authorities and secular powers. The relationship between papacy and the local churches required a form of interaction, which was able to overcome large physical distances. The point of departure is that discourses of weakness played a special role in resolving conflicts. They were of prime importance with respect to negotiating competences, and played a special role for determining the extent of normative, pastoral and administrative competences. There is reason to assume that addressing weakness within these processes of negotiation had a certain functionality, since discourses of weakness could constitute a strategy of actions, which helped to avoid splits between papacy and local churches.
