Political Steering of Strategic Industries: Assessing renewable energy transition management

The overall goal of this project is to assess political steering and governability under the current Xi Jinping administration in the crucial field of industrial policies for strategic industries, taking renewable energy transition management (wind, solar, smart grid) as an example. In detail, the project aimsto clarify the mix of political steering modes, instruments and their application processes in renewable energy related industrial policies;to investigate the dual role of local state actors as both steering objects and subjects in a multi-level steering process;to scrutinize the coordination of manufacturing, innovation and deployment policies;to explore the procedural effectiveness of recent policies related to smart and renewable energy manufacturing and deployment.The project results will not only be relevant for the research units common goal of understanding and conceptualizing political steering and governability in China during the Xi Jinping Era. It will also make an important contribution to the literature on management of sustainability and energy transitions. Furthermore, we will contribute to the global debate on the role of industrial policies in general and in China in particular.
