War Damage Recording of the Second World War as a ‚Heritage-Making‘ Moment

Final Report Abstract

Between the air war and the reconstruction of the economic miracle lies the transitional period of the years of rubble and ruins. Today, the memory of this period is characterised by numerous myths. There was no "zero hour" in the planning of reconstruction. The beginnings of planning and, above all, the damage surveys on which this planning was based have remained largely unexplored. Whether and how the increasing damage guided the reconstruction planning, and how exactly it was determined whether a building was considered "destroyed" or still "rebuildable", could only be answered for individual buildings. This was not known for neighbourhoods or other urban areas. This research project investigated the process of war damage assessment from the perspective of cultural heritage. In the course of war damage recording, the technical rebuildability of buildings was assessed as well as the question of whether a building was worth rebuilding. Comparative research in six city archives revealed an unexpectedly rich body of thematic maps on war damage and reconstruction planning produced by public administrations during the war and in preparation for reconstruction. These documents revealed a great variety and range of mapping strategies and map functions. The thematic city maps provide information about the destruction and condition of the damaged city that was relevant to the actors at the time in order to organise disaster relief and prepare for reconstruction in a city. These maps not only provide statistical data, such as percentages of destruction, but also locate this information in varying degrees of detail within the layout of the city. War damage maps and other thematic maps produced in the context of destruction and reconstruction planning allow a variety of conclusions to be drawn about the rapidly changing situation in cities during and after the war. The maps have been compiled in the Atlas Kriegsschadenskarten Deutschland, published by Birkhäuser in 2023. The essays by Carmen M. Enss, Birgit Knauer and Georg-Felix Sedlmeyer examine the documents in terms of their function in architectural heritage documentation and reconstruction planning. The various decisions and considerations regarding the preservation or abandonment of the built heritage in the documentation of war damage have been summarised under the term Heritage Making.
