Zusammenfassung der Projektergebnisse

Internationale Institutionen sind in der Krise. Kritik an ihrer Legitimität wird von Staaten und insbesondere auch von zivilgesellschaftlichem Akteur*innen geäußert. Gerade die Weltwirtschaftsorganisationen sind seit den 1990er Jahren immer wieder in den Fokus zivilgesellschaftlicher Kritik und Proteste geraten. Als direkte Reaktion haben diverse internationale Wirtschaftsinstitutionen Dialogforen eingeführt. In diesen Foren soll die Zivilgesellschaft die Möglichkeit erhalten, in einen direkten Austausch mit den kritisierten internationalen Institutionen zu treten. Basierend auf Ideen deliberativer Demokratietheorien sollen Dialogforen helfen, die in Frage gestellte Legitimität internationaler Organisationen wiederherzustellen. Zunächst als Zeitenwende im Umgang mit zivilgesellschaftlicher Kritik gefeiert, werden diese Foren stark kritisiert. Ihnen wird vorgeworfen, dass sie keinen echten Austausch zwischen Zivilgesellschaft und internationalen Wirtschaftsinstitutionen ermöglichen, sie werden sogar als Mittel der Manipulation und Stummschaltung von zivilgesellschaftlicher Kritik angezweifelt. Dennoch hat sich die Forschung kaum mit den Dialogforen internationaler Institutionen beschäftigt. Das Projekt „Legitimitätspolitik durch Dialogforen? Die Weltwirtschaftsinstitutionen und ihre Kritiker“ stellt deshalb Dialogforen in den Mittelpunkt und geht der Frage nach, ob die an Dialogforen geäußerte Kritik berechtigt ist. Dazu wurde die Ausgestaltung und Praxis von Foren verschiedener Weltwirtschaftsinstitutionen über die Zeit vergleichend untersucht. Darüber hinaus wurden Gründe erforscht, warum Foren die in sie gesetzten Erwartungen (nicht) erfüllen. Vier Fallstudien, das Civil Society Policy Forum, das gemeinsam vom Internationalen Währungsfonds (IWF) und der Weltbank ausgerichtet wird, das Public Forum der Welthandelsorganisation (WTO) sowie die zivilgesellschaftlichen Engagementgruppen der G7 und der G20, standen im Zentrum der Analyse. Unsere Ergebnisse zeigen, dass sich die Dialogforen den idealen Bedingungen der Deliberation in Design und Praxis nur bedingt annähern. Während sie hinsichtlich ihrer Offenheit für zivilgesellschaftliche Teilnahme und Themen aber auch mit Blick auf Transparenz sowohl über Zeit als auch im Vergleich der Fälle variieren, ist auffällig, dass die Foren von den eigentlichen Entscheidungsprozessen internationaler Wirtschaftsinstitutionen weitgehend abgekoppelt sind. Die ausgewählten Institutionen veranstalten Dialogforen durchaus mit der Absicht Kritik abzuschwächen, aber nutzen das Format nicht unmittelbar für die Manipulation oder Stummschaltung zivilgesellschaftlicher Kritik. Dennoch haben Dialogforen wichtige alternative Funktionen aufgenommen, sie sind zu wichtigen Zugangspunkten für zivilgesellschaftliche Organisationen geworden und dienen dem Networking zwischen zivilgesellschaftlichen Akteur*innen mit Vertreter*innen internationaler Institutionen, aber auch dem Ausbau zivilgesellschaftlicher Handlungsfähigkeit.
