Combining perspectives from legal anthropology and the administrative sciences, this project studies ethnographically, how the ongoing digitalization process shapes entanglements of thinking and feeling in the formation of judgements and normative decision-making (bureaucratic sentiments) among software developers and state officials in German immigration bureaucracies, and how this potentially impacts the forms of inclusion and exclusion regarding citizenship. The project thus addresses foundational questions concerning affective and emotional governance in the context of transformations of citizenship under conditions of globalization and digitalization.
