“Making up people” in world society: analyzing the institutionalization of global social categories

Final Report Abstract

Personal categories such as “people with disabilities”, “black people”, “indigenous people” or “LGBTIQ* people” have become an essential part of current political debates. While the increasing importance of such categories is often (critically) interpreted as an expression of particularization, our project focused on the global, boundary-crossing dimension of categories of people. We assume that the sorting of people on the basis of gender, origin or bodily functions does not end at national borders, but has a universalistic and thus also – at least potentially – global claim. Accordingly, some of these global categories of persons are also anchored in international organizations and linked to expectations under international law, which in turn influence national legislation. The aim of the project was to reconstruct the making-of and institutionalization of such global categories of persons in the context of international politics and to search for conditions and mechanisms for the success or failure of such processes. The background assumption here is an understanding of categories of persons as the result of contingent social processes through which certain similarities are emphasized and classified as more significant than differences between the units. It cannot be taken for granted that this will succeed - especially not in the context of international politics, where different national interpretations and habits of differentiation, but also interests and structural conditions are at play. The data basis for reconstructing the institutionalization histories of a total of five selected case studies were extensive documents from international political organizations (especially the UN), expert interviews and participant observations at UN meetings: “Persons with disabilities”, “Indigenous peoples”, “People of African Descent”, “LGBTI people” and “poor people”. In terms of the similarities and differences between the categories and the conditions for their successful establishment, the following results can be summarized: Firstly, the categories of people examined are established and legally codified to varying degrees. While the category of “persons with disabilities”, for example, was transferred to the entire world without major resistance and is the subject of its own convention, “LGBT and gender diverse persons”, on the other hand, are so politically controversial that global legalization is hardly possible. Secondly, the connection to the human rights discourse was identified as a central driving force for the global implementation of categories of persons. However, the categories differ in terms of when and how they were connected to human rights thinking (e.g. by focusing on the commonality of experiences of discrimination or through the concept of human dignity). Thirdly, this human rights framing is also linked to the reinterpretation and revaluation of the category by those affected, which manifests itself, among other things, in identity-political demands for the recognition of difference and the compensation of previous disadvantages. If such a reinterpretation is not successful (as in the case of “poor people”, for example), the establishment and juridification of a category of person is also rather unlikely.
