The Carl von Ossietzky University of Oldenburg already offers a wide range of services in support of open access publishing:Print publications of the university’s publishing house “BIS-Verlag” as well as relevant university publications are simultaneously published in open access on the university’s document server. The Presidential Chair of the Carl von Ossietzky University of Oldenburg has adopted an Open Access Policy and signed the "Berlin Declaration on Open Access to Knowledge in the Sciences and Humanities" in order to encourage scientists and scholars to publish open access.Since 2016, the University has had an Open Access Publication Fund, which supports scholars in financing publication fees. The conclusion of so-called Transformation Contracts by the University Library (Publish-and-Read, Crowd Funding) expands the possibilities of open access publishing for Oldenburg scholars. It is the Presidential Chair’s wish to further establish open access publishing beyond the existing advisory and support services (on websites as well as personally to the faculties and institutes). To this end, measures have been and are being introduced with the objectives in mind, - to further strengthen the culture of open access publishing among researchers,- to secure the long-term and sustainable financing also from funds of the library, as well as- to extend library business to the "acquisition", cataloguing and indexing of Open Access publications.
