Individualized Sentencing and Reconviction Rate of convicted Offenders - A nationwide analysis based on Data from the German Federal Register of Criminal Records
Final Report Abstract
The project goals were largely achieved. The replication of the baseline dataset for reconviction, particularly in terms of violent and sexual offenses, and its integration into the research database was successful, as was the extension of the observation period to 9 years, which allows for special cohort studies. As intended, the evaluation of the so-called warning shot arrest was possible using the data. However, the development of the newly introduced sexual offenses could not be observed. Furthermore, gaps in the crime statistics were closed. Regarding the establishment of a sentencing database, it was possible to present the nationwide and regional sentencing practice concerning robbery offenses and, using case-specific and person-specific information (age, sex, prior convictions), to enable the formation of more refined case groups that also exhibit a narrower range of sanctions. The extension to sexual offenses and further offenses will only be possible step by step in the future.
