Scientific policy advice as a socio-epistemic practice: Textual procedures ascribing significance, executive authority and responsibility

Final Report Abstract

In Germany, scientific policy advice is provided in a variety of institutional contexts. The aim is to make scientific knowledge ‘usable’ for practical purposes of political deliberation and decision-making, that is, to make it ‘useful’ for purposes outside of science. The mandate and organisational form determine different text production and release processes, and policy advice statements are usually created by a collaborative and interdisciplinary group of authors. This has implications for the recourse to established scientific knowledge, to the form of the text, to the way uncertain scientific knowledge is dealt with in terms of content and language, to temporal perspectives, argumentative foci, (multimodal) strategies for ensuring comprehensibility, and, last but not least, to the balance between knowledge and value issues. This makes such texts prime examples of the structural coupling between the scientific and political system: the relationship between epistemic and legitimatory practices, i.e. practices that are assumed to have the purpose of ‘usefulness’, must therefore be redefined for each individual case, and not – as assumed – primarily in relation to the responsible institution, but rather relative to the topic, social situation and specific author involved (i.e. also: their understanding of professional expertise and social responsibility). In times of crisis, when there is great pressure to act, tolerance of uncertain knowledge seems to be greater and the productive handling of continuous growth in knowledge respective the revision of evidence ‘on the flight’ seems to be more flexible than usual, which in turn does not reduce the conflictual reception of such statements. Which knowledge is to be communicated when and how in such a way that it appears publicly acceptable and politically useful can therefore only be decided on a case-by-case basis – this is one of the reasons why the ‘scientific statement’ appears to be an extremely flexible text type with variants of varying degrees of detail that appear to address completely different target groups. Scientific policy advice therefore requires not only scientific excellence and practical expertise, but also a high degree of sensitivity on the part of researchers with regard to polarising topics, potential causes and triggers of conflict, as well as communication styles that promote acceptance vs. provoke opposition. A continuous exchange between the various domains of politics and science (and within them!) and the joint negotiation of discourse norms as an expression of the structural coupling of different social subsystems therefore seems advisable – because mutual trust cannot be ‘established’ through communication, but is at best granted on the basis of understanding.
