Enabling students to understand and evaluate the impacts of computing systems on their own lives and society is an internationally proclaimed goal of secondary computing education. In the German education community especially, there exists a broad consensus that such competence is vital for an informed and responsible participation in a modern society. However, it remains largely unclear, what this demand entails exactly, i.e. what prerequisites students need to fulfill in that context. We lack a sufficient understanding of the postulated evaluation processes as well as suitable competency structure and level models based thereupon. The goal of this project is the theoretical and qualitative-empirical development of such models. The project thus aims to contribute to the assessability of the above-mentioned learning objective and to the eventual development of corresponding test instruments.
