The impacts of the »Ausbildungsduldung« (Tolerated Stay for the Purpose of Vocational Education and Training) on the Educational Integration of Young Refugees: A Participatory and Longitudinal Study
Final Report Abstract
The project examined the legal novelty of the so called “Ausbildungsduldung” (Temporary suspension of deportation for the purpose of training; training toleration). With the introduction of the ‘temporary suspension of deportation for the purpose of vocational training’ (§ 60c German Residence Act), the possibility of toleration exists during the completion of qualified training. Since research on this topic is still sparse, the project analyzed the impact of toleration status on training trajectories of young refugees. These trajectories are strongly linked to the completion of vocational training and thus successful integration achievements. The impact of a temporary suspension of deportation for the purpose of training on educational trajectories was assessed using interviews. The results indicate that refugees’ training is a multifactorial stress situation since their training is hampered by numerous challenges and stressors. Moreover, refugees with a temporary suspension of deportation for the purpose of training are subjected to further restrictions resulting from their limited juridical capital. Hence, refugees’ tolerated status might directly influence or even impede numerous levels of the training process. Thus, refugees with a tolerated status complete their training under unequal social and legal conditions. The results make it clear that the interviewees with temporary suspension of deportation for the purpose of training often continue their training even if their choice of training is not appropriate or they experience discrimination and racism in the company or at vocational school. After all, there is no alternative to training for them, as the fear of deportation exists for those affected and the loss of a training place may threaten their individual right of residence. Training therefore creates strong dependencies as well as considerable pressure to perform and succeed, which can have a negative impact on the trainees' professional skills and personal well-being. The project results clearly underline that the meritocratic linking of residence security with training and labor market success has found its way into German refugee policy. The findings can therefore be linked to the academic debate, which is being critically discussed not only in Germany, but also in numerous other European countries, where a meritocratic link between securing residence and success in the labor market is also being pursued.
