This project of the Thuringian University and State Library aims to further develop the open access infrastructure of the Friedrich Schiller University Jena and to create the basis for sustainable financing of open access publishing. Building on two previous phases, in which the open access share of publications at the University of Jena was increased and cost and publication monitoring was established, the third phase (2026-2027) focuses on the implementation of a comprehensive open science strategy, the optimization of open access monitoring towards a virtual information budget and the strengthening of the university's own publication infrastructure. The work programme includes strategy development and networking, the expansion of cost and publication monitoring, including the university bibliography, and the optimization of open access infrastructures for publications and research data. These measures will create the conditions for a transparent, efficient and demand-oriented open access transformation at the University of Jena and sustainably increase the visibility of research results.
