By forming and providing ¿human capital¿ (education, consultancy, spin-offs) universities are main generators and transmitters of knowledge. Hence, they may considerably contribute to regional development. This is currently discussed in so-called `knowledge societies¿ but may be of major importance for developing countries when the impact of decentralised universities on the brain drain to the primate city/megacity and regional policy issues are concerned. There is an urgent need for impact studies of this kind in Africa. Taking decentralised universities in Cameroon as an example, the research project aims at analysing the regional commitment of the university¿s human capital and its contribution to regional learning processes, and, finally, at identifying opportunities for the `governance¿ of learning processes in favour of decentralised regional development.
