Citation data on scientific publications serve as a tool for researchers to find relevant literature and as evidence of internal science communication, where it is to evaluate and analyse research output. These usage scenarios face diverse challenges. Specifically, literature from the social sciences and humanities disciplines are not adequately represented in commercial citation databases such as the Web of Science and Scopus. As a result, this literature and its citations are insufficiently covered. In addition to the limited visibility and difficult search for literature, this circumstance leads to distorted results in the measurement of research impact on the basis of publications and citations. Moreover, citation data from these services is not openly available and cannot be re-used.The project “Open Citation Data for Educational Research" (OFFZIB) aims to create open citation data in educational research and to make it freely available as a service of the central subject information service FIS Bildung, linked to literature references. Citation data from publications in educational research are extracted, the data are integrated into the search room of the German Education Portal and made available to other interested parties. For this purpose, the extraction tool EXCITE, which has been tested in the social sciences, will be trained on publications from the FIS Bildung open access repository peDOCS (~ 25,000 publications) in order to ensure that the extraction of citations of a publication is as complete and error-free as possible (Goal 1). The extraction tool will be integrated into the system environment of the Education Portal in order to extract citation data from future publications (Goal 2). In order to actively contribute to the development of a transdisciplinary and transnational citation inventory beyond the specific subject communities of educational research, the citation data will be passed on to the Open Citations Initiative. For a sustainable structural effect of the citation data production, an embedding is to be created in the production process of the FIS Bildung literature database. Here, the cooperating 30 partners will be involved (Goal 3).
