The aim of this application is to develop a strategy for the networked development of a national library infrastructure on the basis of cooperation and self-organization of the academic libraries organized in dbv Section 4. To this end, nationally required information infrastructures and services (= task areas) are to be identified and prioritized under aspects of interoperability, consolidation, openness and standardization for the service portfolio of the national library infrastructure. As an organizational basis for the national library infrastructure, operating and financing models, legal framework conditions and governance structures are to be discussed and coordinated in order to provide robust services at national level. Another important goal in this context is to coordinate the national library infrastructure with the NFDI, which is currently being developed, and with the Specialized Information Services (FID) in order to achieve synergies for both sides in overlapping fields, but also to identify gaps. Almost all public and academic libraries in Germany are organized in the German Library Association (dbv). As a representative body and as an institution for the self-organization of libraries, the dbv plays a central role in the promotion and coordination of a national library infrastructure. It is therefore logical to establish this project under the auspices of the federal association at the federal office. Existing communication and organizational structures of the dbv can be used and supplemented by new structures. Within the dbv, Section 4 forms the community of German academic libraries organized in the dbv and will serve as a communication forum for the development of a strategy for the development of the national library infrastructure. Section 4 will be supported strategically by a yet-to-be-established working group on national library infrastructure and operationally by yet-to-be-established sub-working groups (UAGs) on individual task areas (= services).
