Competence-based personnel planning in the production of manufacturing SMEs by MES

Personnel planning has the goal to ensure the competitiveness of a company by meeting the requirements for qualification of employees in the long term. The production planning in the short term, however, draws on the given resources (e.g. facilities, machinery, employees), to reduce production costs and time and increase quality. The separate consideration on the corporate or production level in turn leads often to a conflict between the long-term human resources development and the pursuit of short-term productivity gains in production. At the same time, this results in an inefficient personnel planning, because training measures are mostly neglected within the production. The development of employee competencies in production planning leads to higher costs in the short term. However, lower production cost can be achieved by improving employee competencies in long term.The acquisition of employee competencies in conventional approaches to personnel deployment planning is merely the determination of the basic suitability of an employee for machine operation. This means that employees are deployed according to their initial competence on a machine. The development of competencies and increase of employee flexibility by work related training are not tracked due to the short-term period under observation.Therefore, a method has been developed by the IFW and IFA for describing the relationship between employee competencies and technological goals as well as a simulation-based evaluation of the influence of human resources on the achievement of objectives. By this, a competency-based deployment planning within the production planning has been developed conceptually and the resulting competence development forecasted. The extension of the methodology to issues such as the integration of competence development objectives, consideration of learning effects through group work and the implementation in a MES for easy and quick personnel deployment planning and dynamic adaptation of the competence profile of employees (e.g., via interfaces to process and machine data acquisition within the production) are required for the transfer of this methodology and the findings into practice.The aim of the proposed project is the transfer of previously developed insights from the integrated technology and competence-based planning approach in an industrial application scenario. For this, it is necessary to extend the existing planning approach to the consideration of methodological, social and personal competencies, forms of group work and training measures to a competency-based production and personnel planning methodology. Furthermore, it is intended to integrate these production and personnel planning methodology in a MES for industrial application in SMEs.
