Final Report Abstract

Due to the UN Convention on the Rights of Persons with Disabilities the nationwide assessment of students with special educational needs has gained in importance in recent years, but still faces numerous challenges. This is due, on the one hand, to the heterogeneity of students with special educational needs and the variety of support measures aimed at this group of students. On the other hand, there are differences between the German federal states in special needs education, the diagnosis of special educational needs and their statistical recording, and studies also differ in their approach to dealing with and studying this target group. Therefore, it is difficult to identify and study students with special educational needs in a comparable way. The network "NELSEN" (NEtwork for Educational Large-Scale-Studies including Students with Special Educational Needs) was founded in 2012 with the aim to contribute to a reliable data base on the situation of students with special educational needs, especially in learning, language, and emotional and social development, in large-scale-assessments and studies of empirical educational research. The network aimed at developing or optimizing cross-national instruments for assessing the conditions and processes related to inclusive schooling as well as establishing cross-study standards with regard to survey modalities and instruments. In this respect, NELSEN is moving away from individual research projects toward joint problem-oriented research. By design, NELSEN was and is a self-dynamic network that was open and demand-driven. From May 2017 to April 2021, the already successful collaboration within the network was consolidated and further expanded for the members through DFG network funding. Four goals were pursued: (1) further development of cross-study standards of survey modalities and instruments used, (2) coordination of research topics between studies to increase the potential for joint scientific analyses, (3) exchange and, if necessary, collaboration on empirical evaluation projects on the conditions and outcomes of inclusive schooling, and (4) exchange on future international cooperations. The members of the NELSEN network met once a year. In addition, there were bilateral collaborations between the different network partners and symposia of the network at the conference of the Gesellschaft für Empirische Bildungsforschung (GEBF) and at the conference of the Sektion Sonderpädagogik. The results of the funding period were published in an edited volume (2020) and in scientific journal articles. In addition, members of the NELSEN network organized an online GEBF-conference on research on inclusive schooling. In the course of this conference, an expert panel discussed the crucial focal points of the NELSEN network.
