Calls to the Ministry of State Security: Relationship organization in the conduct of mutual observation
Final Report Abstract
The previously unexplored calls received by the public network of the former Ministry of State Security were discovered, meticulously documented, transcribed, systematized, and analyzed as sociologically relevant data material in the aforementioned project. Although the telephone records from the archives are often regarded as inconvenient sources in historical research due to their content and media characteristics, this project successfully described them in terms of meaningful conversational organization and relationship constitution. This approach enabled a detailed examination of what participants in the interactions were doing, how they communicated with one another, and the types of relationships they established. Consequently, the research moved beyond ideologically driven dichotomies that categorize participants as good versus bad, powerful versus powerless, or perpetrators versus victims. Instead, it offered a nuanced perspective on the complex relationships between citizens and the state. The temporary project's data corpus consisted of 472 recorded calls from citizens to the officer on duty responsible for telephone contact with the authority. The calls were categorized based on their structure and communicative purpose into genres such as requests for information (80), complaints (55), provocative calls (50), denunciations (45), self-applications (42), and other less common forms of communication and relationship-building. Additionally, the project included files documenting the operational handling of certain telephone messages, official regulations, topic-related theses on the classification and communicative management of telephone interactions, and expert interviews with former MfS officers and employees of the modern sound archive. As a result of the research, it was able to: • describe a variety of communicative relationships between citizens and the authority: these forms of relationships, while often highlighting the repressive nature of the secret service, also revealed other expectations expressed by the callers • identify a central, institution-specific objective of this public call line: contrary to the callers' requests for assistance, the call line was primarily established to collect intelligence-relevant information • highlight the thematic diversity of concerns, categories, and systems of relevance that callers communicated: these themes reflected the callers' expectations of the authority and the state, as they attempted to persuade dismissive officers to solve their problem. Particularly exciting and unexpected findings emerged in the establishment of new connections with social-psychological, political science, and philosophical concepts such as vulnerability, body memory, deviance, threat, and protest. The examination of this data also led to the discovery of new methodological approaches for analyzing auditive data in conjunction with written protocols, institutional instructions, operational files, and learning materials related to the internal processing of calls. Identifying new connections and correlations between different sources can enhance the efficiency of future research projects on similar topics.
