The Research Unit seeks to explain policy-change in local climate policies by significant shifts of local epistemologies (or knowledge orders) underlying political decisions and choices of measurer and instruments. Local epistemologies reflect what is considered to be a factual or normative appropriate action – or not. Epistemologies are far from being homogenous but reveal contradictory or competing knowledge claims, particularly in times of political change.
The goals of the Research Unit are to identify mechanisms and practices of the selection and generation of knowledge (demonstration practices, strategies of objectivation, role of experts, participation) and to explain city-specific ways of dealing with climate change.
Empirical studies focus on the three German cities of Munich, Stuttgart and Frankfurt am Main. All of these three cities developed ambitious measures to become the green capital of Europe or a leading "low carbon city". The six projects of the Research Unit address transport planning and transport management, Europeanisation, land use planning, environmental politics, the real estate sector, the local administration and international city networks.
