The CRC 1342 describes the development dynamics of social policy as the interaction of national determinants and international or transnational interdependencies. The latter encompass horizontal interdependencies between states and societies – which include the exchange of ideas, economic relations, migration flows, violent conflicts, and pandemics – as well as vertical interdependencies, for instance in the form of political and organizational links between states and international organizations relevant to social and educational policy. In the first phase the CRC used the launch dates of social protection and education programs to show how development dynamics and patterns of public social policy can be analyzed globally and historically. However, investigating the coverage and generosity of social protection programs is undoubtedly at the core of social policy research. In the second phase, the central goal of the CRC is therefore to measure, describe, and explain the development dynamics of these two dimensions of social policy. The web-based database developed during the first phase (“Global Welfare State Information System” – WeSIS) is used as the basis for this. The six projects of Project Area A comprehensively examine the socio-political development dynamics of both coverage and generosity for specific social policy fields from a global and historical perspective, whereby a total of eight policy fields are covered. All projects collect data on generosity and coverage and feed them into the WeSIS database. The macro-quantitative analyses for identifying the determinants of socio-political development dynamics in global comparison are supplemented by in-depth country studies in order to take into account the particularities of social security in the Global South in a context-sensitive manner.Project Area B consists of eight projects which examine the socio-political inclusion and benefit dynamics in case studies and small-N comparisons for selected countries or regions of the world and certain social protection programs. In their entirety, the projects cover all regions of the world, but analytically they each focus on a specific horizontal and vertical type of interdependence: The question is how social programs develop with regard to the two different dimensions when under the influence of war, economic crises, pandemics, international organizations, or transnational flows of ideas. In doing so, the causal relationships between the central interdependence and certain selected social programs are analyzed with respect to contextual factors.Through the interaction of projects and WeSIS, social policy research can be expanded globally and historically within a systematic framework of inquiry in terms of its central field: the study of coverage and generosity.
