The priority programme "Governance in the European Union" analyses the transformation of governance within the European multi-level system. Despite the lack of government the EU is governed in the sense that collectively binding decisions are adopted and implemented. However, governance without government will be marked - so the hypothesis - by different structures and processes and will even produce different outcomes than governance within traditional state systems. At the same time governance within the member states is also transformed by the transfer of public responsibilities to the EU. This concerns not only the erosion of state capacity, as the Europeanization of policies can reduce as well as increase state capacity in terms of efficient problem-solving, but rather a possible qualitative transformation of European democracies.The research programme analyses the consequences that result from economic, political and legal integration within the EU for governance on the European and the national level. Research thereby focuses on three questions: 1. What structural characteristics emerge within the new governance system? (structural dimension); 2. How is the governance process transformed? (process dimension); 3. What changes in policy substance are related to the new governance conditions? (policy dimension). The research programme covers projects that address explicitly the interplay between structures, processes and policies and reflect the interaction theoretically. Besides the theoretical and empirical analysis the programme also aims at a normative evaluation of the various options of governance within the European multi-level system.
